ბოლნისის მუნიციპალიტეტი ქვემო ქართლის ცენტრალურ ნაწილში მდებარეობს. მოიცავს ისტორიული ქვემო ქართლის ადრინდელ ფეოდალური ხანის ორ ადმინისტრაციულ ტერიტორიულ ერთეულს: ბოლნისის ხევს(ფოლადაურის აუზი) და ქვეშის ხევს( მაშავერის ქვემო დინება).1930 წლამდე ახლანდელი ბოლნისის მუნიციპალიტეტის ტერიტორია შედიოდა ბორჩალოს მაზრაში. 1930 წლიდან კი გამოეყო ცალკე რაიონად. 1943 წლამდე ეწოდებოდა ლუქსემბურგის რაიონი. 1963-66 წწ. Iმდროინდელი ბოლნისის რაიონი აერთიანებდა მარნეულისა და დმანისის რაიონების ტერიტორიას. 1966 წელს გამოეყო ახლანდელი ბოლნისის მუნიციპალიტეტის საზღვრებით
