Cesar Bresgen wurde als Sohn des Künstlerehepaares Maria (Pianistin) und August Bresgen (Bildhauer) in Florenz geboren. Seine Kindheit und Jugend verbrachte er in Zell am See, München, Prag und Salzburg. Er erlernte schon früh bei Heinrich Kaspar Schmid das Orgelspiel.[1] Von 1930 bis 1936 studierte er an der Musikhochschule München Klavier, Orgel, Dirigieren und Komposition bei Joseph Haas.
