I cannot write the requested overview because the provided context does not contain sufficient information about what Saky is (beyond its basic geographic location) or why it matters. The context only identifies it as a city in Crimea with administrative functions, but lacks details about its significance, history, economy, or importance that would explain why it matters to readers.
