It is bounded by (from the north and clockwise) the districts of Leer, Cloppenburg and Osnabrück, the state of North Rhine-Westphalia (district of Steinfurt), the district of Bentheim in Lower Saxony, and the Netherlands (provinces of Drenthe and Groningen).
